This isn't good for legacy because you can already use 3 mana 4 damage, but in standard the flashback means it's usually not worth it for the opponent to take the damage (otherwise they just take 4 more next turn), so it could see play

Yeah, it is super interesting design-wise how adding jump-start changes the dynamics, since the next card they draw can be just used as another Risk Factor. I like this card.

Instant speed also seems relevant to not give the opponent a chance to brace for the card.
